It would depend on the refusal reasons + how many times she applies/reapplies.
That said, why risk a TRV refusal if there are no active ties to demonstrate? IMO, it would be better to wait until she is employed before she applies. Also, employment would imply financial ability to pay for the visit + financial incentives to return to the home country
