They would need to qualify and apply through one of Canada's economic immigration programs like Express Entry.

Being in Canada as a visitor and having children who are studying in Canada gives them no advantage.

Hi Scylla, would you please recommend which Express Entry suitable for them? Thanks.

Is this for the child who is too sick to study? The student has no guarantee of being able to stay and if parents are over 40 it becomes much harder to immigrate.

Do the parents have a TRV? Assume they may have difficulty visiting if there are concerns they will also try to remain in Canada.

They are visiting Canada, but will be back to their country when their TRV reach expire date.

They are not allowed to stay in Canada until their TRV expiration date. The TRV expiry date only indicates the validity date on their visa. This does NOT mean they are allowed to stay in Canada until then.

When they arrived, they would have been allowed into Canada for six months (or for a shorter period if that is what the CBSA officer wrote into their passports). If they want to stay longer than the allowed six months, they must apply for a six month extension.

Hopefully they remained for less than 6 months or extended their status. Given their daughter’s filing of an H&C they may struggle to get another a TRV. They will have to show very strong ties to their home country.
