That might be part of the problem. To approve a study permit for a Master's, IRCC generally wants to see no individual scores below 6.5. If you can, I would strongly recommend re-taking IELTS and achieving a higher writing score.

IRCC has their own requirements separate from the university - and IRCC is the one who grants the study permit.

If you don't have time to rewrite IELTS, then you'll have to reapply with your current score. However IRCC does normally want to see at least 6.5 in each of the four categories for a Master's.
 
Hi update on this thread.

I have received my permit today.
Visa application submitted on 2nd Dec
Visa application Approved on 5th.
Submitted passport on 6th.
Received the processed passport by 11.

I have a similar case not so much but can be said little similar,
Also same reason but only purpose of visit .

Can you share what you did for getting approval.?

Now applied for PG cert. Applied mechanical design in fanshawe 1 year

Reason for refusal
You may not leave canada after study , purpose of visit.
Nothing else

Added more robust future plan and explain it in letter of explanation around 1500-2000 word.

Documents- GIC, offer letter, full payment, all marksheet, etc.
