Visa rejected

So i was applying for september semester entrance I got my visa rejected. the reasons being

You have not satisfied me that you would leave Canada at the end of your stay as a temporary resident. In reaching this decision, I considered several factors, including:
the purpose of visit

You must submit a Study Permit application. The visitor visa is included in the study permit fee.

I mean what do they mean i didnt submit a student permit application? I sent all my study permit stuff and its attached to the file. im lost to what to do now, can anyone help me

Which Office you applied from? My sister applied two years ago and her student visa was rejected too.

what did u provide as 'Canadian Work or Study Permit'?
did u apply for study permit or do u already have a study permit?

I most likely submitted a photo copy of my study permit issued by my university,
I already have a study permit issued by my University, the thing is I cannot see what I submitted cause theres not option to view, but most likely a copy of my study permit.

study permit is issued at the port of entry and not by the university. University issue u an admission letter . I just want to clarify u r out side canada now but u were in canada before on a study permit and ur visa was expired hence u applied for visa alone is this right?

I am currently applying for visa to allow me to enter Canada to study, I have the admission letter and I am outside of canada, this is the first time I will be going to Canada, so I am a freshman.

yes u made a huge mistake..u need to apply for a study permit and study visa will come along with it. u must have selected wrong options in the online questioner. u should fill out IMM1294 for study permit

So i am doing the questionaire again, when they ask me if I have a valid study permit and need visa to return to canada I say "no"?
