Has anybody parents who ever worked in a police force and also served in Jammur Kashmir, is their visitor visa rejected? What did you do then? Thank you!

Did they have a Letter of invitation to Canada from immediate family?

What are the reasons of refusal?

Were they refused for security reasons? If so, the only option is to appeal through a lawyer.
