My brother's visitor visa application was rejected twice on the basis that he did not have a longterm job opportunity at home nor strong family connections. I am a Permanent Resident and honestly thought it was going to be easier just to get him here (to visit, of course).
We lost his ticket as he could not visit us this summer. I think to avoid this, we might look into a specialized agency that might help him. However, I want to know further detail from his previously rejected applications. I remember he appointed me as his representative in front of the IRCC. Can I request his file somehow? Or it is not possible at all? I want to have the file in case we have to take it to a specialized agency for them to understand better what happened.
