Visa rejected and re applied

I applied in lambton clg in Toronto for Sept 2017 intake got refused as I ws having one backlog in BCOM and the percentage in BCOM was 51.05 , I am a fresher and recently passed out in 2017 having IELTS 6 bands not less than 5.5 in any , I am not thinking about giving IELTS for the second time and just thinking to reapply for visa for another college in British Columbia pls give me some suggestions.

Get CAIPS before you apply again.

Yes, get CAIPS to apply again. I was rejected twice and got visa in 3rd attempt
