My question is
Can I change my course of study while I reapply my Canada student visa.

yes, ofcourse you can change. just make sure it matches with your previous qualification.

hi,
I got rejected on my student visa application last November 2017. I'm currently a visitor here in Canada. My family is already here in Canada as citizens and PR. I got all the requirements needed including the letter of acceptance from Seneca college. The reason for refusal was this:
You are not a person described in Immigration Legislation who can apply for this type of document from within Canada. An application of this type must be made at a Canadian Visa office in another country.
Your status in Canada is valid until April 30, 2018.

Any advice on what to do then? is there a chance that i will be given a permit this time once i go back to my home country and apply it there?

Now I am looking to change my course,

Should I mention about previous course and current one, and how should explain about my course this time i sop?
