I received a "letter of acceptance" from UBCO with a funding package. I applied for study permit but the visa officer refused my application. Here's what the officer wrote:

Thank you for your interest in studying in Canada. After careful review of your study permit
application and supporting documentation, I have determined that your application does not meet
the requirements of the Immigration and Refugee Protection Act (IRPA) and Immigration and
Refugee Protection Regulations (IRPR). I am refusing your application on the following grounds:
• I am not satisfied that you will leave Canada at the end of your stay, as stipulated in
subsection 216(1) of the IRPR, based on the purpose of your visit.
• I am not satisfied that you will leave Canada at the end of your stay, as stipulated in
subsection 216(1) of the IRPR, based on the limited employment prospects in your country of
residence.
You are welcome to reapply if you feel that you can respond to these concerns and can
demonstrate that your situation meets the requirements. All new applications must be
accompanied by a new processing fee.

I'll highly appreciate your guidance and suggestions. Thank you.

Order GCMS notes (google it). No one can tell you why because we don’t know your profile. Do you live in your home country? What program? What is your education?

Yes, I live in my home country
MA research degree in language acquisition
I did my MA in philosophy specialized in philosophy of language
I Google but it's showing that you can't order GCMS notes while living outside Canada

So why do you need another Masters...how does taking another masters in language acquisition help your career in your home country. With your current work experience, how will it advance your career. There are many companies that you can order GCMS notes from. You just can’t do it directly through the government outside the country.

It will take 30-40 days, most people will advise not to re-apply until you have addressed the issues in your GCMS notes

Most of the remedy is provided by others above. Only thing I would ask, was your file processed in Abu Dhabi ? If yes, then you need to ensure your file is 10 times more stronger than a usual file.

There are many companies that you can order GCMS notes from. You just can’t do it directly through the government outside the country.

This MA program is equivalent to an MPhil degree in Pakistan i.e 18-years of education. I explained these things in detail in my LOE. Also attached my university teaching experience certificates to show that I'm interested in teaching field and back home this degree will be a great asset to pursue a teaching career in the relevant field!
