Please advice! If I get refused a study visa will it be harder for me to apply in another country because of the refusal? other countries in Europe?
 
It's possible this refusal may make it harder for you to apply for visitor visas to other countries - or it may not. It's really impossible for any of us to say. When you apply for visitor visas to other country, you must declare you have been refused a visa to Canada if they ask about refusals.

it depend. which embassy refuse you? and what was their reason for refusal.

it will depend on reason and which embassy. if you can give details , then i can advise based on experiences and from other people

it depends your refusal letter. It's simple reason, there is no problem to apply for other countries. Europe is good option
 
failure to submit additional documents. they asked for a police report from a country I was in before. do they also do this on other countries?

You can attach the police report when you reapply.

Every country has a police report.

let's say I apply for a UK study permit, will they ask for a police report from the previous countries I've lived in?
 
Not really but am not sure about their current requirement for a study permit.

check on their requirement .
