visa refusal notes inside..please help

Just received my passport today submitted with biometrics on 17/1

Following notes

* Pursuant to section 219 of the immigration and Refugee protection regulation I am not satisfied that you:

X have sufficient and available financial resources, without working in Canada, to pay the tuition fees for the course or program of studies that you intend to pursue

X have sufficient and available financial resources, without working in Canada, to maintain yourself and any family members who are accompanying you during your proposed period of study

X have sufficient and available financial resources, without working in Canada, to pay the costs of transporting yourself and any family members who are accompanying you to and from Canada.

X You have not satisfied me that you would leave Canada at the end of your stay. In reaching this decision, I consider several factors, including:

Tuition fees $35450
Room and boarding $15000
Other $3500
Available funds $54000 me and my mother's bank statements

Single/ dentist 27 years old/ going for dental hygiene program 18 months

Ielts not required

travel history problem >>> in 2011 I was order to leave from Belgium (visa issued / landed ..next day was back home ) did not even go inside the country

any solutions??

Try paying tuition fee and include the receipt in your application, but make sure you still have enough time to ask for a refund incase the visa gets rejected again. The refund period usually ends 2 weeks after the semester start

That's what I'm intending to do

So, what about travel history problem?
I was honest in my first application and I mentioned it
