i filed for jan intake 2014 wuth ielts score o.a, 6.5

it was rejected for score in speaking.
i applied for diploma on comp networking in seneca college.
why they rejected on base of speaking influency.as it is minimum requirement on chc website?
can i reapply by improving ielts score with same other docs. ?
when is next intake?
