Visa Issuence without passports Possible @

With due respect and warm regards,
I have received a letter, mentioned visa issuance process it included Name and second name date of birth / height and eye color ….. And they asked for our passports with photos I prepared only my own passport because my spouse and children don’t have passports and Tazkiras also I mentioned in extra page and sent to the Canadian high commission/visa section Isalamabad. Now my question is, will they prepare some travel documents for us? And let me know the visa processing time?
I am very thankful.
Ps: we live in Peshawar Pakisatan.

U got to have some sort of travel docs to obtain ur visas. If the pps r unrecognized they'd issue u the visas on SJTD (Single Journey Travel Document). But having at least one (type of) travel document from ur country of nationality is a prerequisite AFAIK, unless u r a refugee claimant.
