Visa Issued at……

Just out of curiousity is it possible for a visitor’s visa to be issued at Ottawa when the applicant is outside of Canada?
Any information will he highly appreciated.

What do you mean by issued at Ottawa?

Visa applications processed online can be in the nearest Case processing center of the applicants current country of residence
Some online applications do go to CPC Ottawa too

We will not know how applications are moved internally
