I got a valid pgwp at expired on 11 of July 2020. I am out of Canada. I would like to apply for a visitor visa in order to come back to Canada. I want to come to Canada urgently before September. The VAC in my country is closed and I am scared cic will ask for biometric which I will be unable to give. The processing time only from where I am applying is 97days. How do I know I need biometrics?

Only essential travel to Canada is allowed at this time. Right now these travel restrictions are in place until the end of July. However it's possible they will be extended.

What are your reasons for wanting to come here?

If you gave biometrics previously then you should not be asked to give biometrics again.

i understand I will not be able to travel anytime soon due to the restrictions. But I want to get my visa Ready so when they open the border. I jump into the first plane. I asked for a study permit in 2009 which I got. I have been extending my visa and study permits online no problem. I really don’t remember whether or not I have mybiometric.the last time I asked for a visa was three years ago when I got my pgwp. I dont remember given biometrics
