Can anybody please advise ? Is it wise to apply 3rd time .. earlier applied for post grad diploma and got rejected twice ! Capis says irrelevant course ! I am changing it to MBA now ? Please advise shall i apply again or not ?

If the only refusal reason is because of your irrelevant course and you have addressed it by changing it to MBA, then you should definitely try and apply again.
client has certificate in management & a degree in bcom , requesting dip in HR, considering applicant have enough experience and education in this field , i am not satisfied candidate will achieve more benefits achieving this course .

Should I reapply or hire a lawyer as I have already justified this reason in first refusal?I have already cleared my first semester and I am on leave of absence for 2nd term till fall. I cannot decide what should I do?

What did your GCMS notes says as your stated reason can mean many things? A lawyer can't change a weak profile.
Yes I reapplied on the basis of GCMS notes. Reasons were my extensive study and experience though I dont have any extensive study so I justified and that objection is gone. Second objection was that I will not leave Canada which I justified showing my family ties coz I have 3 kids here in pakistan,my property and my husband's job as he is earning good. But again I have got this objection. Should I again go for GCMS? There might be anothér reason behind this.
Reason can be program choice too. What is your education and program applied for?
3 years Advance diploma in SCM as I am a procurement specialist and I have 14 years of education and 9 years of experience in same field..I have explained them that in order to improve further in my career I have to get the degree.
But you aren’t applying for a degree. It is a diploma. SCM is a pretty generic program that can be taken anywhere so why Canada? It is not available in your country. Supply Chain Management is a program taken by almost entirely international students. What is your education in?
Yes I meant an education in SCM as I did my 2 years bechalors in Arts and I didn't get admission in my country because of my educational background.
And visa officer didn't mention the reason about my chosen course in first refusal.
But I thought you are talking about your second refusal. What do those GCMS notes state. This has nothing to do with first refusal. As stated “not leaving Canada” is a blanket statement for many things including chosen course.
Best is if you have a job, take a sabbatical and go. Your job can show strong ties.
Got the refusal today . Should I order GCMS again? I was talking about first notes which I received after 1st refusal. I think all the objections can be stated in first review of application by visa officer. New reasons under this old blanket statement is unbelievable.
Chances of second refusal in most situation is high as same profile but different/additional explanation. Normally we justify the reasons in writing but VO will always find another reasons if they are not convinced with your explanation. In certain situation, they may not give you exactly reasons as to why and use text " you will not leave Canada at the end of your studies". I agree with Natural, choice of study is the reasons for your second refusal. Yes, It can be unbelievable coming up with new reasons, but the reality is they always do that when you re-apply and in case they reject.
