I have masters in law (LLM) after b.com and LL.b i applied in york university and the offer letter for HRM 1 year program should i file visa with this program as study mismatches . What are the chances of visa ?

We might need more info before we can advice you or share experience. What is HRM? What is your major intent to study and transition to PR or leave Canada after? In my opinion, after having so much education as an international lawyer, you can apply ;;to National Committee on Accreditation of the Federation of Law Societies of Canada for assessment if you want to practice in Canada.
HRM pg diploma in human resource management and the in intention is to come back after international exposure and actually i will be opening my own law firm i did my masters in 2018, and just want to do a management program fro canada , my agent to told me that with masters it would be hard to justify , so what are the chances for this program as i got the offer letter from york university somebody told me that visa is granted to york candidates most of the times
Well, I don't know why your agent said that. I am also schooling at York. Post-graduate program Dip in HRM, to me isn't what York is known for or compare to Schulich Business school or Osgoodle Hall law school or Engineering. Anyway, in my opinion, your intention and chosen program isn't convincing enough.
