Please can someone explain? Is the biometric center open only by appointment or it’s close ? This is confusing

Its closed. VAC's all over the world most are closed temporarily these days because of COVID. My parents are in Pakistan trying to give biometrics but VAC over there is closed. And when they open, you have to book an appointment first.
