Visa application paused due to Covid-19 travel restrictions

Few days ago i received Letter on my online profile. That, My Visa application is paused due to Covid-19 travel restrictions because i have not provided any proof that my travel is Essential during Covid-19 to Canada.

Is this Letter Common for everyone who has Not yet already received PR approval?
