Visa Application Center (VACs) in U.S.

I received a passport request letter after open work permit application submitted.

I've searched on IRCC website (https://www.canada.ca/en/immigratio...rcc/offices/find-visa-application-centre.html) and found there are only two VACs (in NYC and in LA) in the U.S.?

Is this real? What about people who live outside of NYC or LA?

For example, I live in Philadelphia, is there no VACs in Philadelphia?
