Dear Sir/Madam,
I am in USA on F1 visa since 1 month. I want to include my wife on my file as an "accompanying spouse" BUT SHE IS INDIA. SO IF I INCLUDE HER NAME THEN WHERE CAN I FILE MY APPLICATION?? i.e In Buffalo USA or at India??

You cannot apply in USA since you have been here for only one month. You can apply in USA only if you have stayed here for one year.

dear sir/madam,
I read the cic website which mentions, that a person should be "legally admitted in USA for at least 1 year". The website does not mention that the person should have resided in USA for at least 1 year. Hence since my I-94 shows a stamp, " admitted for D/S" meaning admitted for duration of study which is 2 years as per the I-20 form. So now can I apply at BUFFALO?????

I am not sure how to interpret that 'legally admitted in USA for one year'. Send your query to CIC or wait for other senior members to reply back.
