The strike is only affecting those 12 specific high commissions. Please get your facts straight, and get your news from North American sources, not whichever paper you linked to.

If you go click on the topic for CHC Pakistan, you will see that processing is going on as normal. In fact, almost a dozen students have received their medical requests over the last three days.

Your application will ONLY be affected if you applied to any one of the 12 high commissions mentioned.

no guarantee of visa being processed by applying early .... my case is a perfect example.
applied on 7th May to CHC New Delhi...... that too under SPP stream and ha ha ha ... still "under processing"

Please go to their official site and check it Yes you are right there is a walk out in the 12 major commissions but overall all the Canadian Vo's are on strike !!!! 1350 of them in total !!! Cheers
