Anyone who recently submitted VFS content form ? Which option they select and got processed successfully ? (In our case Biometric was already completed.)

Hello, I applied for work visa and went for biometric 28th January 2022, I got a biometric correspondence letter on 21st April 2023 and I still haven't uploaded any medical result.
My questions are
1# can a final decision be made on my application without uploading a medical exam ?
2# How long does it take to get final decision from ircc after biometric correspondence letter ?
