Vey confused about the system ! Seniors please help !

After receiving my AOR, and since I was planning to withdraw my application, I did not send any documents to visa office. Before the 120 deadline expired I sent a case specific e mail to visa office asking for change of address and they replied that they had not received my file yet and that the change would be made when they recieved it from CIC ? The 120 day deadline passed and visa office had still not recieved my file from CIC. I emailed them again and they replied that they had no info. on my file. I then faxed change of address and withdrawal of application to CIC, Sydney a month ago. To this date , e-cas status is still " Eligibility review complete , CIC Sydney "

Once you recieve the AOR letter from CIC, Sydney, how long does it take for CIC to send your file to visa office? I am confused about this. Does the visa office wait to receive applicant`s file from CIC Sydney in order to start processing , or do they begin processing your file when they receive the complete document package from the applicant ?

It's electronic and happens immediately.

You don't need to worry about visa office just deal with CIC to get your refund

But why would visa office say they did not have my record on file then ? They did not allow me to change address because they said they had no record of my file. They said to deal with CIC .

I know someone who mailed them and it got changed. Just mail them (not email)
