everything I am reading online and on this forum is that's it's very bad news if you receive the form Imm5511

Back and forth from Usa until he moved here permanently in March 21 2014
His biggest mistake he applied early for renewal January 9 2016 and he just sent dates of times out of country and times in country it does add up to over 730
Sent only passport pages and Noa for 2014 as that was only year he had income in Canada

In hindsight and with better research ie visiting this forum for info he would have been fine as he has worked in 2014 collected Ei has done volunteer work bought house mtge etc

I'm in such a panic now we have to build up our case and do absence forms and determination form

We had no idea it was this complicated and that he could lose his pr if not enough proof
 
It's understandable that you are in panic mode. However it's very clearly stated that you must submit photocopies of 'all pages' of 'all passports' during the relevant 5 year period counting back from the date of your application as also tax returns of previous 5 years.
Also in the forms they asked you to list all the dates absent from Canada - again for 5 years counting back from date of application.
If you have submitted less than what they asked, then they cannot make a decision based on information you have provided. So they have to request more documents and that's why you got form Imm5511

In order to avoid form form Imm5511 I would like to get the benefit of your experience please! The PR card renewal instructions states:

"Additional documents of proof of residence in Canada in the past five (5) years

Include the following with your application:

Your most recent Notice of Assessment issued by the Canada Revenue Agency within the past two (2) years. Note: You can view (and print) your tax return, as well as other personal tax information using the CRA’s My Account online service. To register or login, visit My Account.

and
A copy of one of the following:

Other Notices of Assessment issued by Canada Revenue Agency within the past five (5) years, or
"

If I have never had a Notice of Assessment issued by CRA, not earned any money in Canada, nor paid any tax in Canada in the last 5 years (due to taking care of my widowed elderly sick mother abroad)

Therefore, in order to avoid FORM Imm5511, should I add a letter/cover note to confirm the above at the time of my renewal application and a brief summary of the reasons I was away? I would of course also add a copy of the 44(1) report for breach of RO that I expect to receive next time I arrive in Canada.

Background: I expect to be under a 44(1) report (for breach of RO, which I shall be appealing) at the time of my PR card renewal. I want to apply for a "temporary" 1 year PR card whilst waiting for may appeal hearing. I will be ticking "yes" to the box on the form that asks if I have had a "Report under subsection 44(1)"
 
Since you haven't filed taxes, it will be a good idea to send a cover letter explaining why. Form 5511 is sent when the officer is not able to make a decision and needs more details to confirm you have lived in Canada for the period of PR obligation as declared npby applicant.
In your case, you wish for PR card for staying on to appeal Breach of RO.
I think the officer would see it in the system and proceed according to that and may possibly not issue form 5511. ( personally I don't know what details/ documents he would ask for as you say you are in breach of RO so I don't see need for sending you the form. )

Excellent, thank you! That all makes sense, thank you for clarifying.

As you say, I am not contesting my number of days in Canada and so there is not really anything to debate in terms of my actual residency days. The point of debate is, however, my reasons for not being in Canada and whether they would be acceptable to merit maintaining PR status in the eyes of the authorities on H&C grounds.

very simple withdraw renewal application and apply only after physical presence will be above 730 days.
