V1 visitor visa

My wife got V1 visitor visa even thought we applied for work permit. Can anyone help me to understand if she can work in V1 visitor visa or I need to apply work permit again?

I have the same issue with study trv. I got a V1 visitor visa too instead of student.
Many of my friends got V1 visitor visa trv after work permit.
