Once student visa is rejected, is it possible to send the web form and ask them to re-process the application? What are the chances?

You can ask for reconsideration. It's up to IRCC if they consider this request or not. No one can tell you the chances.
If you submit a webform requesting reconsideration from IRCC, consider they might not send you a reply at all. So don't hold your breath waiting to hear back from IRCC.
