You guys should ISLAMABAD threads, 32 month wait time

As for Mr. Chris Alexander, someone met him in Calgary to complain why New Delhi office keeps passport for over a 8+ months, sometimes for than a year - his response was that it's bad service and we should officially complain through our MP's :-X

I mean here is the chief of immigration, but we go through our MPs

He has a double whammy here. Because of his position as minister, his involvement in any particular immigration case will get extra scrutiny than your regular MP (even over Harper believe it or not). The fact that Alexander is your MP is actually a negative than a positive as strange as it sounds.
