A friend of mine went for us visit visa with rtd and got b1/b2 visa. 2 hours later he received a mail with a link to fill up administrative review form and the mail says it was refund under 221g . What does it mean ?

Can you suggest why did this happen actually and is there any chance of getting the visa after he fills up the form?

I don't think any of us can comment on that without knowing the applicant's full profile. However generally speaking, it means that this individual hasn't established or shown sufficiently strong ties to Canada. If this person entered Canada for the US to make the refugee claim, that may also be a problem.

The person is already a protected person in canada and never visited usa. Plus during the interview the officer said your visa has been issued . So why a mail like this afterwards?

It was determined after the interview that more information was required to make the decision. This is why you received the administrative review form after your interview. The information you submitted through the administrative review form was not sufficient to satisfy the officer and this is why you were then refused.

Does he has PR card? Maybe having PR card increases the chance.
