You can always apply however always keep in mind that the US Department of State, the department that issues visas to the United States takes an extremely dim view of individuals who apply for visas to come to the United States and then uses them for another purpose then specified on their application. Example you state you are coming to the USA for tourism, but you use the visa to then enter the USA then cross the border into Canada. As mentioned the Department of State takes an EXTREMELY dim view of being misled.
I wouldn’t get your hopes up
even for people who visited for tourism for many times but on the last time entered canada for asylum?
Yes. Assume when you arrived in the US you told immigration you were here to visit the US again on a holiday.
Yes, you misrepresented your intentions when visiting the United States, thus they can deny you a visa the future . Countries take the information given to them extremely seriously when individuals apply . Visas are a privilege, not a right

i cross the border in 2019 and now i am pr and have RTD , i apply for visa and i get it for 10 years
my question, some of my friend said you will have problem when you arrive there even if you have visa , that's is correct ?

Getting the visa doesn't automatically allow you to visit the country, the border officers decide whether you can enter or not. However, if you got PR then I don't think there would be any reason to give you trouble. because they know you can't claim asylum in the US or use their borders to enter another country again. I wouldn't worry about it and do your travel safely.

Unfortunately would not guarantee that there won’t be a problem. US border agents do recently seem to be considering whether you have previously used a US visa to come to Canada not through a legal border and not for the declared reason you stated when you entered the US. All you can do is try to enter the US and see what happens. There also may be a difference when trying to cross a land border versus flying.
When it comes to visas and entering another country nothing is really guaranteed. But definitely traveling through airports are better than borders.
If I were you I will use the Airport and not land borders
I worked at the Toronto Airport for years , and I saw countless number of individuals come back to the checkin counter, denied entry to the United States, with the stamp across their visa “ Cancelled without Prejudice “, or “ Cancelled with Prejudice.”
A visa does NOT guarantee entry
We used to have meetings with US Immigration, that if we saw or heard anything suspicious amongst passengers to report it to us immigration
When you compare the amount of people traveling by planes rather than borders then you would see which one has more entry denials. The percentage is the key here.
