USA Overstay. file through CPP-O?

My wife overstayed a Philippines to USA non-immigrant visa (which was originally valid for 5 years). she's been in the USA for over 20 years (!!). i'm a Canadian citizen and we're now married...and living in the USA. I want to start her Canadian Immigration paperwork and was wondering if we can go through the CPP-O USA office OR do we go thru Manila?

I suspect that as she is an "illegal immigrant", she probably has to go via Manila. The wording in the requirements is a little vague and open to interpretation, but I think that is the intent.
