help me please i need more information about my situation thank you

Unfortunately there is no guarantee that you will be issued a US visa. When you apply, try to provide as much supporting documentation as possible that demonstrates you are only going to the US for a short visit and have no plans to remain there long term. If you are refused the US visa and cannot attend the interview, then I believe the CSQ will be refused. If you are refused the US visa then I would contact CIC as soon as you can to ask if they will transfer the file back to Morocco.

if they know that they will refuse the visa to me why they send to me to new york ? and why they don t transfert my file to montreal? i don t wanna transfert it to morocco

You should read the following bulletin that outlines file transfers.

http://www.cic.gc.ca/english/resources/manuals/bulletins/2010/ob180.asp

Files are rarely transferred if an applicant requests a transfer. When files are transferred, they are transferred for "program integrity reasons". This effectively means that when CIC transfers a file, they don't do this to make things convenient for you - they do it for their own reasons.

I don't think you have any control or say over where your file gets transferred. If you cannot obtain a US visa then I think you should ask for the file to be transferred back to the original visa office (even if this means you have to travel) - and hope they are willing to transfer the file again.

But what you do is obviously your choice...
