I have been studying in Montreal since January (I am from the US and have a high school diploma) at a college as a full-time student. I recently got into Concordia so there is no need for me to continue studying at the college for a DEC, so I will start at Concordia in the fall.

I got a job already doing full time work that will start in the Summer but my contract at the college states that my semester is from Winter to Summer 2017. The administrator at my college said it would be ok for me to take the summer off and say I will be coming back in the fall, and that if Immigration contacted them I would still count as a registered student over the summer even if I might not come back, and they changed my contract to show that I will take the summer off and start again in fall.

Can I count Summer 2017 as a "scheduled break" to work full time if the college already approved it, and then transfer my study permit to Concordia come fall 2017? Or could I take one or two classes at the college and work part-time at my new job? Or should I go to CIC directly and tell them that this is technically a scheduled break with proof from the college even though my contract states otherwise. I don't want any issues with my study permit for Concordia so I may just go home, but I really want to stay in Montreal.

To get a work permit separate from your study permit your employer would need to obtain an approved LMIA. This process typically takes 3-6 months to complete end to end.

The college is printing me a new contract with the summer break, will CIC accept this as "scheduled"? The school said it was ok. Does CIC ask for contracts or do they just call the school and ask if the student is enrolled?

From what you've said, you aren't going back to this program or this college. Regardless of what the college is willing to say, that means you are leaving your studies until you start your new program at your new school in the fall. This will not be a scheduled break, so you are not allowed to work.

Should I just complete the summer session while working part-time and start University in the fall?

Yes, you need to remain actually studying as a full-time student if you want to be able to work.

I spoke to the person in charge of International Students and right now my contract says I completed the Winter term and will continue my program the Fall, which means I can choose whether or not I want to go to University in the Fall because I am not registered there yet. He said I will still be considered a full-time student during the summer, is this allowed?
