US Citizen in Canada as Visitor but Applying as Living in US - Work Permit?

I am sponsoring my spouse as living outside Canada. I just moved back to Canada. My husband has a US address, but is currently in Canada as a visitor. Can he apply for a temporary work permit while he waits? It says that those here as visitors can, but on the Application to Change Conditions, Extend My Stay or Remain in Canada as a Worker - the only option for country of residence is Canada.
Can we have the application to Remain in Canada as a Worker say that his country of residence while the spousal application says his country of residence is US?

No - he don't qualify for an open work permit. He would only qualify if you were sponsoring him using the inland process.
