Can someone please tell me they still give study permits to US citizens at the border?

-Do you still require financial proof or whatever is asked of international students? is it different for US citizens?

Yes - you can obtain a study permit at the border.

Same financial proof applies to you as anyone else. You'll need to show you have sufficient funds to cover first year tuition + $10K living expenses.
