US$325.00 payment for Zonal Authorization Letter

I would like to as if it is legit or legal to pay for a Zonal Authorization Letter to be able to obtain a Canada Tourist Visa?
I am having second thoughts of paying the said amount for it is very hard to earn money here in the Philippines.

Wtf. This sounds like a scam. They’re charging USD which doesn’t seem legit for something to be used for Canada.

Edit: quick Google search? It is a scam.
