Urgent:Which is safest way to send Passport to CPP-O from India?

Dear friends
I have lived in Canada as a worker(postdoc) for the past three years. This year, while living in Canada,
I had applied for my Canadian permanent residency in CPP-O in Jan 27, 2013. I came to India in May 2013 to join a job here,though my Canadian work permit expiry is April 2014.
As I already mentioned earlier, I received a letter of confirmation from CIC on 28th Oct13 for my Canadian Permanent Residency. As per the letter,
I have been asked to mail in my passport to CPP-O. To courier passport from India to overseas is not legal, that in most countries this is not even permitted .So, in reality no option to send Passports for stamping from CPP-O and get it back.
I am deep in trouble, as I need to send my passport to CPP-O immediately for stamping.
I realise that this is a special case. Since I am in India.
I learn from the Indian Postal Department that Indian Government does not allow Postal Department or
any private or international courier to accept Passports for delivery in any foreign country.
But i called DHL this morning & the agent said Yes, but with authorized letter from MEA, India.

My question here is which is safest way to send PP and to get it back to my Indian address from CPP-O ?

Since I have to act upon it within 60 days, please advise me on the above matter ASAP and share your experience!
A prompt reply will be greatly appreciated.

Send an email to cic about this. i know couple of guys who were in same situation like you.

after emailing cic about their problem, cic arranged their passport submission in Delhi.

You must not send Indian passport outside of any country through mail - read the last page of your passport . You have 2 options -

Send through a friend, who is going to Canada
Or
Mail to cpp - Ottawa and request stamping at New Delhi

I don't know why Indian rule is too complex!
Again I talked to another customer care agent of DHL India. He suggested me that MEA give one NOC( or declaration) using that they will accept the passport document to deliver CPP-O. Even he told they are doing that and gave me a phone of MEA office and tomorrow I will meet MEA officer.
Now my question is how it will come back, if by chance I am able to send it to CPP-O.
Can any expert of Indian origin help and share their experience.

Most people here currently in India just arrange to have their passports stamped at New Dehli - just contact CIC to arrange
Don't forget, it's not just getting your passport TO CIC, it's getting it BACK as they will just put it in the regular mail.

totally true, CPP-O will only mail the passport I guess to a local Canadian address.

However, I have sent a request to CPP-O for visa stamping from CHC, New Delhi. Waiting for their reply. Hope they will understand my problem and suggest me favorable solution for such unusual circumstances.
