Urgent-Unable to landing with confirmation of permanent residence,

I am the main applicant with my common law partner under CEC program.
We received the confirmation of permanent residence letter with our possport on the same date.

We went to the board to complete the landing last week.
I was successful landed as a permanent resident,however the board ppl was unable to retrieve my common law partner's document and his UCI doesn't show up in their system.

My boyfriend was unable to finish the landing process. The board ppl told us that they will contact CIC to find out what went wrong. We hasn't received any update from the board or cic.

Is this normal? what should we do? please advise.
