URGENT: Supervisa for parents rejected for non relevant reason (LICO not met)

Hi everyone, I’m looking for advice on my parents Super Visa refusal and what steps to take next.
The refusal letter states the following:

I have reviewed the application. Application reviewed. Summary of key findings below:
Applicant is seeking to visit son in Canada, Family size (2+1) including the applicant. NOA of
2022 shows income of $ 39K. I am not satisfied that LICO has been met. Given the foregoing, I
am not satisfied on balance that PG1 requirements have been met. Application refused.

However, in our application we submitted our 2024 Notice of Assessment showing ~$390,000+ household income: 39k spouse and 350k myself
We have not submitted any NOA or document from 2022 as stated in the refusal letter.

Because the decision seems to rely on information we did not submit, I’m concerned there may have been a huge error on IRCC's part.

Has anyone experienced something similar? Any guidance or professional referrals would be greatly appreciated. Thank you.
