IMHO, not required as long as you clearly show the gap in your Foreign Visits section.

My turn now, I had stayed in a foreign country from Jan-Jul 2012 & I know I will need to produce the PCC from that country. I had obtained a PCC from the country in Sep-14 for FSWP-14 and the validity date is Sep-15. Can I provide the same PCC in my EE application now or even that needs to be obtained within the last 3 months?

Logically if you have not visited that country again it should be valid for whole life, I mean how can you commit a crime in a country if you haven't visited +

Exactly my point, and I am OK with providing a fresh PCC for my current country but for a foreign country that I was in 3 years doesn't make sense. Any other points of view?
