So ill be applying for my child's proof of citizenship and concurrently, for his limited validity passport.
It says in the email i got from the CHC that proof of travel is needed for the application and it should have atleast 8 weeks from the day applications are filed ( but here i read it can be issued within a few days/weeks) and i already got my flight booked a month ago for 20 nov. 2017. Which is approx 4 weeks from now. So now my question is, should i reschedule my flight or will they accept my application with the current proof of travel???

You can certainly apply, but with them recommending 8 weeks notice, there may be a risk the documents won't be ready by November 20.

Ok so what you're saying is that they will accept the file but they might ask me to reschedule my flight later ( during the process)?

They aren't going to ask you to reschedule your flight. That's up to you. Every airline advises that you have the travel documents required to enter another country in hand before you book passage. It's just common sense. It's your responsibility to book flights accordingly. IRCC doesn't care if you have a flight booked or not (except in certain emergencies) and won't tell you one way or the other what to do.
