2. What other avenues can I approach to expedite processing? Contact the local MP?
3. Usual processing time for renewal of PR? Does that time frame increase if the application for renewal is received past the expiry date?

Many here, however, can offer observations and suggestions and information based on experience, familiarity with CIC practices and policies, or with the anecdotal experiences shared by others.
In any event, most of what you need to know about applying for urgent processing is posted online by CIC.

Note that the CIC website distinguishes those who have an application "in process." If not in process, CIC site says to submit a new application.
Hard to guess what the best way to proceed is for someone in your situation . . . current timeline posted by CIC (110 days) suggests you might not get your card before late September (or, with mailing time added, not until second week of October) without urgent processing. This is the holiday season and perhaps this somewhat longer than usual timeline will continue, and it could get longer (in the past it has gotten as long as six months or so). However, CIC typically tries to pull this timeline back to less than three months, so the time line could shrink some before September.
A key question, which perhaps some other participant here has some information regarding, is how long it has been taking for applications to be "in process." If, for example, you are close to that, it would probably be worth waiting and following the procedure for applications already in process.
Note: urgent processing is totally discretionary, never anywhere near guaranteed, and thus very well might not be given.

I have no clue about your personal situation. If, however, you have been present in Canada less than half the time in the last five years, you may want to consider the following:
There is no consensus here, and in fact some forum participants overtly disagree with me about this, but my sense is that for PRs cutting it at all close in terms of compliance with the PR Residency Obligation, applying for urgent processing can trigger elevated scrutiny and a secondary review, which not only would preclude urgent processing but can result in delays well beyond the routine processing timeline.
There is no definitive parameters prescribing who is cutting it close. Less than 800 days presence, probably . . . but less than 900 days (less than half time in Canada for the previous five years), perhaps that too is cutting it close . . . but also recognizing that other factors can loom large in influencing whether CIC has concerns about compliance with the PR RO.
Again, others here disagree with me, but it does not seem like a good idea to seek urgent processing for any PR who is cutting it close relative to compliance with the PR RO.
