Plz I need your help. I just got married , my wife is living in Canada (citizen) so I applied for my residence one month ago and I'm still waiting for FBI clearance . My question is : can i apply for Visa tourist and get my residence there if it's ready until my visit in Canada ? Thanks

Yes - you can apply for a visitor visa to visit Canada temporarily as a tourist. You cannot actually move to Canada until your PR visa is approved.
Note that refusal rates are quite high for visitor visa applications for spouses of Canadians since IRCC often suspects the spouse has plans to remain in Canada long term and isn't a genuine tourist. When you apply, you want to demonstrate that you have strong ties to your home country (e.g. job , assets, property).
