Hi

I am a Canadian citizen but not residence as I am living and working in UAE , I got married to a non-Canadian. Every summer we go to Canada to visit my family, my wife travel on a visit (tourist visa).

Last week when passing passport control, the Immigration officer at the airport suggested that we apply a PR for my wife . He said that even if I am not living in Canadian since my wife is living with me , she can have a PR.

I am confuse , how can a wife have a permanent residence permit while we are no living in Canada , Please can you advise who this would work ?

A sponsor living outside of Canada needs to show proof that they will be returning to reside in Canada upon approval. If you can't show such proof, your app would most likely be refused.

You guys should just continue as you have been, with your wife entering as a visitor. If you decide to actually move to Canada, then you should start the sponsorship process.

just a guess but what you may have heard the immigration officer say was once your wife is a PR she can continue living with you outside Canada without losing her PR for failing to meet the residency obligation given she would be accompanying a citizen abroad. Have to go through the PR application first of course.
