Hi,
I will complete 14-month program of study in next months. I want to know my work permit under the PGWPP start immediately from the day I completing my program of study or from the day I apply to the PGWP or from the day CIC approve it (about 80 processing days after I filed up)?

assuming you applied for the PGWp whilst your study permit was still valid and within the designated time that you completed your course you can work on implied status until decision is made on the PGWP see 186w here http://laws-lois.justice.gc.ca/eng/regulations/SOR-2002-227/section-186.html

This implied time period is separate from your PGWP time which given a 14 month course is likely to be 14 months from when approved by CIC.
