Hello experts please suggest us the best way to proceed
My husbands profile for pr application
Masters degree in Canada 2 years
1+ year of work experience in noc 2171 working under open work permit
Ielts -reading -7
Listening -7
Speaking -7
Writing -5.5
1 year experience in india in the same field
Can he apply for pr through express entry/pnp/canadian experience class
He is planing to apply in the month of September we are not yet married gona marry in December.
His crs score is around 397. I really donno how it works please help how can he crack pr

No, he cannot apply.
He must score at least 6 in each band of the IELTS to be eligible.
He either needs to contest his IELTS results (I think this can only be done within 30 days of receiving the results), or he needs to retake the IELTS exam and improve his writing score.
 
Yes, the exam scores must improve. If he is still in Canada, he can try the CELPIP exam instead of IELTS, many people find they do better on one or the other exam.

First, check his eligibility here: http://www.cic.gc.ca/english/immigrate/skilled/apply-factors.asp
He must score at least 67 points to be eligible to apply.

If he's eligible, try calculating his CRS score here: http://www.cic.gc.ca/english/immigrate/skilled/crs-tool.asp
or using the tool: http://www.cic.gc.ca/english/immigrate/skilled/crs-tool.asp

The lowest CRS to ever receive ITA is 450. In recent draws, the minimum score has been 482+.
If his CRS is lower than 450, he will definitely need to improve it. Doing well on IELTS will improve his score by a lot (getting CLB 9 in all language areas will increase the score by 118 points, compared to CLB 7 in all areas).

i have 1 more doubt do we get province nominations when our application is in express entry pool

i heard saskatewan province and ontario province will noimate and give additional 600 points and ITA

if we get province nomination do we need to stay in that particular province for 2 years continuously or within 5 years minimum 2 years stay is enough ?

Once you are in the pool, you can apply for Provincial Nomination.
Ontario will contact you if you have 400+ points. For all other provinces, you must initiate the process.

If a province nominates you, you are agreeing that you will try to build your life in that province (ie. live there permanently). You are not legally bound to stay in that province, though, and the province cannot stop you from moving.
But the general consensus on this forum is that you should stay in the province for at least 2 years after you land, otherwise it may create problems when you apply for citizenship.

So now the situation is
My Husband
he scored ielts over all 7 band
reading:6
writing:6
speaking:7.5
listening:7.5

he did masters in Canada (2 years) and working in NOC A 2171
1 and half year of Canadian work experience
1 year work experience in India

he completed his schooling and bachelors Education in India.
Crs score is above 450

We are looking to apply under Canadian experience class

My question is does he need to get ECA done from WES or can he apply directly as he is having a masters degree from Canada

please help me out couldnt find solution for this question in this forum.

ECA is for foreign degrees, you don't need it for Canadian degrees

Create a EE profile ASAP just with the Master, if you got 480+ score could be enough

Otherwise should be worthy get ECA (I recommend WES) for the foreign Bachelors degree and other diplomas for both your husband and you to increase score

Getting an ECA done for her husband's foreign Bachelor's will not increase the points.
Having a Master's already counts as "Two or more..." in the "Skill Transferability - Education" section.

Getting eca done for bachelor's foreign degree doesn't make any sense

And finally no need of eca

and also application number is given
criteria -canadian experience class met.

Got a message saying to register with job bank
but my husband already got a valid job currently in toronto.
i donno what is the next step
please advice they gave only 30 days time ,already 20 days are done.
hope you reply me asap.

Your husband needs to register in Job bank which is part of the EE profile creation. He just have to register with Job seeker ID he received and you should be done.
