Urgent please: How could i change the institution based on the new rules?

My question is:
Based on the new rules if you want to change the institution you only need to notify CIC through MYCIC account (http://www.cic.gc.ca/english/study/study-changes.asp), but what if i got my visa by applying on paper how could i connect my application to the MYCIC account (if i created one) so i could notify CIC about changing institutions. Or if there any other way to notify CIC about this change, what is this way?

On MyCIC, use 'Link existing application to this account', enter UCI, application number & other details.

I tried to do this but after entering all the data and pressed search, the search result was no application match and as note (this search is for online applications only).

System work for SP application filed on or after June 1st 2014.

sorry it seems that i misunderstanding something, i don't have my study permit yet, i only got my visa yesterday but the SP will be issued in Canada on border. Do you mean that the system will work after the SP is issued?
(I have applied 9 June)
