URGENT PLEASE HELP QUICK

After waiting 3 months and many weeks today my application status changed to "Your Decision has been dispatched from the Canada Visa Office, Singapore on 18/08/2014 to the Canada Visa Application Centre DHAKA . To know more, please call VAC helpline number or visit VAC website" i am really worried because i didn't received any medical request and now this is my status. Does it mean my application got rejected??? Please reply because when i called VFS dhaka they said sometimes High Commission of Canada, Singapore doesnt ask for medical they give the visa anyway but i am tensed as it can be negative or positive please can you suggest what can actually happen? Did they rejected me?
