URGENT please help! Can I enter in Canada while my work permit is not ready yet?

Hi,
I'm portugease and I'm going to Canada tomorrow for an internship at Mcgill university. I asked a work permit in November but I still don't have news about it. Since I don't need a tourist visa to go to Canada can I go there even if my work visa is not ready yet?

You can flagpole.
Being you are visa exempted, you can enter Canada as a visitor.
When you receive approval for your work permit,drive to the Canada-US Boarder near to you and turn around before entering USA. Means, you have to create an artificial situation in which you enter Canada to get the necessary documents at the port of entry at US- Canadian boarder.
