Your friend has to provide "copies of your lease/mortgage, offer of employment letters, automobile registration, and provincial driver’s license or health card. Please also provide an explanation, in your own words, detailing your plans to establish in the province of Nova Scotia"

Did he have a PNP from Nova Scotia? Did he say that's where he intends to settle?

1. Because the only reason he got the ITA was that by getting the PNP from Nova Scotia, he said that was going to settle there. IRCC doesn' t believe that he will.

Cic want to see how much he is trying to move to Nova Scotia. So he should submit job applications (emails), trying to contact rental agencies for houses etc as well as his plan for what to do when he gets there. He needs to convince them he plans to move to Nova Scotia to earn those 600 points. As he's in Alberta now they don't believe that he will move once he gets pr. He likely submitted something like this when applying for pnp so he can use similar documents.

Well he has to convince them he has been trying to get a job there.

Hello, may I ask how did your case end up with? How did you manage that? I have met the same problem here.
